- Preheat oven to 350°F (175°C). Spread flour on a baking sheet and toast for 5 minutes. Let cool completely.
- In a bowl, beat butter, brown sugar, and granulated sugar until creamy.
- Mix in cocoa powder, milk, vanilla, and salt until smooth.
- Gradually stir in cooled toasted flour until combined.
- Fold in mini chocolate chips.
- Serve immediately with fruit, cookies, or pretzels.
Notes
Toast flour before use to eliminate any bacteria. Store leftovers in the refrigerator for up to 5 days. Serve chilled or at room temperature.
